A failure (like a certificate about to expire, or the site going down) always emails you, after three consecutive failed checks to avoid alerting on a single blip. A change that is not a failure, like a DNS record being updated, is emailed based on the alert level you choose: failures only, important security-relevant changes, or everything.
The ports check connects to your server directly and repeatedly on a schedule, unlike the other checks which only read public records. Because it sends traffic to a host we do not own, we require proof that you control the domain first, a TXT record you add at your DNS provider, before it can be enabled.
